Stage: off duty, observing, on duty

Whether a routine runs, and whether it may change anything, is its agent’s stage, set by the world and never by the realm:

Stage	Wire	Meaning
Off duty	off	Nothing it holds runs.
On duty, observing	observing	Its routines run against a read-only gateway: they read and judge, and every effect is refused and reported.
On duty	on	Its routines run and may take effects.

The world may set a stage per routine as well as per agent. This replaces the Trigger Binding’s autonomous flag, which a routine does not have.
